bulletDefine the goals of "Development" in Human Rights terms:
bulletPeople have legally enforceable entitlements
bulletStates have legal responsibilities to promote and protect those rights.
 
bulletThis means:
bulletExplicitly taking human rights obligations into account when planning policies and programmes;
bulletEnsuring that all aspects of our work reflect the human rights framework;
bulletBuilding the capacity of all staff so that they can apply the human rights framework to their activities.
