An Explicit Mention of Rights

Re-define "Development" as a process involving economic, social, cultural and political elements; not just addressing people's material needs.

Define the goals of "Development" in Human Rights terms:

	People have legally enforceable entitlements
	States have legal responsibilities to promote and protect those rights.

This means:

	Explicitly taking human rights obligations into account when planning policies and programmes;
	Ensuring that all aspects of our work reflect the human rights framework;
	Building the capacity of all staff so that they can apply the human rights framework to their activities.
